These benefits can save a veteran's family thousands of dollars. A burial in a VA national cemetery — including the plot, headstone, and perpetual care — is completely free. Even for veterans buried in private cemeteries, the burial allowance and free headstone significantly reduce costs.

VA Burial Allowances (Cash Benefits)

The VA provides cash reimbursements to help cover funeral, burial, and transportation costs. The amount depends on whether the death was service-connected.

Service-Connected Death

If the veteran died as a result of a service-connected disability:

Up to $2,000

Burial and funeral expenses

Plus transportation reimbursement to the nearest national cemetery

Non-Service-Connected Death

If the veteran died from a non-service-connected cause (effective October 1, 2025):

$1,002 burial + $1,002 plot

Total: up to $2,004

For deaths on or after October 1, 2025

To qualify for the non-service-connected allowance, at least one of these must be true:

  • The veteran was receiving VA pension or compensation at the time of death
  • The veteran was hospitalized by VA or in a VA-approved facility at the time of death
  • The veteran had a pending VA claim that would have been approved
  • The veteran was receiving VA hospice care at home (expanded under the Dole Act — see below)

Dole Act Expansion (New — 2025)

The Elizabeth Dole Act expanded VA burial benefits for veterans who die while receiving VA-provided hospice care at home. Previously, veterans discharged from VA medical care to home hospice were not always eligible for the full burial allowance. Under the new law, veterans who pass away between July 1, 2025, and October 1, 2026, while receiving VA home hospice care immediately after VA medical or nursing care are now eligible for the full burial allowance.

This is a recent change — many families and funeral homes may not yet be aware of it. Contact the VA at 1-800-827-1000 to determine eligibility.

Important Details About Burial Allowances

These are reimbursements, not upfront payments. The family typically pays funeral costs first, then files a claim with the VA to be reimbursed. This means you may still need funds available at the time of the funeral.

There is a time limit. For most non-service-connected claims, you must file within 2 years of the veteran's burial. There is no time limit for service-connected claims.

The allowance is a one-time payment. It doesn't cover the full cost of a funeral (the average WV funeral costs $8,074). It helps offset costs but won't cover everything.

Free Headstone or Marker

The VA provides a government headstone or marker at no cost for eligible veterans. This applies regardless of where the veteran is buried — national cemetery, state veterans cemetery, or private cemetery.

The headstone includes the veteran's name, branch of service, dates of birth and death, and any awards or decorations. Religious emblems are available upon request.

For veterans buried in a private cemetery who already have a privately purchased headstone, the VA can also provide a bronze medallion to attach to the existing marker, signifying the person's veteran status.

Burial Flag

A U.S. burial flag is provided at no cost to drape the casket or accompany the urn of a deceased veteran. After the funeral, the flag is folded and presented to the next of kin as a keepsake.

To request a burial flag, the funeral home typically files the request on the family's behalf using VA Form 27-2008. Flags can also be obtained from most local post offices and VA regional offices.

Military Funeral Honors

Every eligible veteran is entitled to receive military funeral honors at their burial, including:

A minimum of two uniformed military members
Folding and presentation of the U.S. burial flag
Playing of "Taps" (live bugler when available, otherwise a recorded version)
An honor guard detail from the veteran's branch of service

Military funeral honors are provided by the Department of Defense, not the VA. The funeral home or cemetery typically coordinates this on the family's behalf. There is no cost to the family.

For veterans who held certain ranks or received specific decorations, additional honors may be available, including a gun salute or a flyover.

Burial in a VA National Cemetery

Burial in a VA national cemetery is available at no cost to eligible veterans and includes:

Gravesite (no charge)
Opening and closing of the grave
Perpetual care of the gravesite
Government headstone or marker
Burial flag
Military funeral honors

WV Jack Bennett Grave Marker Fund

This is a benefit unique to West Virginia that many families don't know about.

The Jack Bennett Fund provides up to $380 to help cover the cost of installing a VA-provided grave marker. While the VA provides the headstone or marker itself for free, the installation cost falls on the family. The Jack Bennett Fund helps offset that expense.

Eligibility may be based on the family's financial need (determined by the VA "Means Test Threshold"). Applications can be submitted by family members, licensed funeral directors, or cemeteries.

Who Is Eligible?

VA burial benefits are available to veterans who meet these criteria:

Served on active duty, active duty for training, or inactive duty training
Were discharged under conditions other than dishonorable
Completed the minimum period of active duty service required

Burial benefits are NOT available if the veteran:

Received a dishonorable discharge
Was convicted of a federal or state capital crime
Was found to have committed certain serious offenses
